Jira Service Desk is a standalone product and does not need Jira Core to be installed.

This is working as designed. We determined that enforcing a restriction on issue creation was the best way to maintain consistency with prior versions of JIRA and eliminates confusion for users on why they might be able to create issues in some projects but not others.
This situation can be resolved by removing the expired evaluation license on the Versions & licenses page, or adding a new valid license.

I have already applied the new license and is valid, purchased yesterday

Can you show us what else is on the licensing page? If there are other licenses that you used in trial which are expired now, you need to remove those as well.

Hi Shrikant,
Jira Core should be included with your Jira Service Desk purchase. Did you install your purchased license key correctly?
One possibility is that you had previously installed a trial license of Jira and now you are attempting to create issues into a "Software" project. Can you doublecheck the project type where you are trying to create an issue and let us know?

additional information - the project was created earlier when under Trial license
