Validation for the "Comment" field doesn't work on workflow transition.

Hi, Jira experts. I am a bit flabbergasted, because of the problem I have with the validation for the "Comment" field not working in Data Center Jira Service Manager environment. I have set up an "empty" transitional table and a "Required Field" validation like I've done many times, but it doesn't work (please see my screenshot below). Am I hitting some kind of a Atlassian bug? I'd appreciate any suggestion. Just as an FYI, I don't have the "Comment field Validation" option in my validation menu, so it is out of equation - need to use the standard "Field Validation" option.

I see from the screenshot you are using a "Value Changed" validator in the workflow. Don't you have a "Field Required" validator available that you can use?
