User tier on JIRA Server Desk

We have JIRA Service Desk 251+ Agents License (AKA unlimited).

We need to know which User tier should we take in consideration for pricing.

We don't have a sepparate Jira Software license.

Can someone help me in this matter?

You have answered your own question!  You say you have an "unlimited" Agent licence, so your user tier is "unlimited".
