Hey guys,
we made a custom field with the type User picker (Single select)
An jira-administrator can pick an user from the list:
A normal user can't do that.
I googled a bit and someone said, that it's because of those global permissions:
I added there the group from the . (it's an imported Active Directory group)
And it still does not work, I can't pick from this field an user.
Is there anything else to consider to make that work for all users?

Just as a first step, can you double-confirm you've followed the instructions in relation to the Global Permissions based on this page:
For Issues with Global Permissions
Make sure that the logged in user has allow browse user permission for whatever groups they are in - especially in the jira-users group.
To Allow the permission, do the following:
Login to the JIRA application as the Admin.
Go to JIRA Administration > System > Security: Global Permissions
Set the permission for Browse User permission to allow jira-users group.Find the official documentation for allowing this permission here.
Does the Group you added to this Permission have the normal users in it?

Yes the group I've added contains the normal users.
It's strange that it still doesn't work.

Try to create a local Group (not through AD), with the users in it, and assign that to the permission - just as a test.

It didn't work either with a local group.
That's so strange.
I'll ask Atlassian itself, looks like a problem.
Or do you have any other ideas?

Strange!
As this is for Jira Service Management - and assuming the internal users might not all be Agents (i.e some could be Customers) - I would next check they are set up correctly with the right permissions:
