User is not receiving notifications when assigned to a card during creation

During creation of card when a user is assigned they are not receiving an email notification.  After creation of the card if I go back into the card and assign a user they are then receiving an email.

Hi @Myron Gracey ,

please check the notification scheme in order to verify Issue Created event has assignee.
