Unable to re-activate an inactive user synced via Active Directory

We have a user who was disabled in Active Directory and then re-enabled. However, when we check the user directory the user is still showing as inactive even after running an AD sync successfully.

We have found the following Jira support ticket and used the SQL query to update their status in the backend tables:

This change was never reflected in the user directory in Jira and the update to the cwd_user table was reversed after another AD sync.

Please could you advise on how we could get this user to be active again?
