The files from the Kepler fields cannot be downloaded on the applicant portal in Jira Data Center. Permissions for the applicants have already been attempted in the Kepler fields and in the Jira schemes.

Can you provide a screen image of "the applicant portal"? Are you referring to the Jira Service Desk Customer portal?
