I am trying to configure the Jira Service Desk to sending an information email to the customer, if not part of the project and customer request wasn't processed.

Currently, it's not possible to set a notification for the customer when the email is rejected on Jira Service Desk. We have a feature request suggesting the implementation of this ability:
