Raising requests on behalf of new customer email address

I want to raise a request for a customer not in the system. 

 

Currently, raising a request on behalf has a drop down with registered accounts.

 

Is there a setting I can enable that will allow agents to type in an email address, instead of choosing from the drop down?

You have to add the customer first. The agent can go to project > customers > add customer, enter email then open on their behalf.

I was hoping there'd be a faster way to do it without having to add the customer first.
