We cannot tell you a lot here.  We are a community of end users, like yourself, we're not your administrators, so we can't tell you about your systems,  but we can try to clarify a bit so you can talk to them

Specifically

• "write down an issue" is not a phrase we see with Jira.  Do you mean "create issue"?  Or "edit issue"?  Or something else?
• Processor and Staffer are things in your setup.  I would guess they are probably user groups, or possibly project roles.  Your admins will have set up the permission scheme in the projects to use those groups or roles, and you'll need to talk to them to see how they have done it
• I guess "write down hours" means logging work.  Again, that is controlled by permissions, and you'll need to ask your admins for that.
