Waited some time and tried uploading again but seems stuck in locked state

Usually, the errors have the “caused by”, but those errors don’t have such information.
Since you are using Cloud Free, the Storage limit is 2GB, so that’s probably why the importing is failing.
Can you create a backup without any attachments and try to import again?

I need the attachments for some projects, but not others. I tried uploading sans any media with the intention of doing a selective media-only upload later but it still failed.

I believe that the best option, in this case, is to upgrade your plan to Standard where the storage is 250GB, at least for you to import your backup. You can test the Standard plan for 14 days and then, downgrade to the Free plan again.
Please, go to admin.atlassian.com, select the Organization linked to the site you mentioned. Then, click on Products on the top, and on the left side, your site will appear. Click on it and then, on the left side, select Manage subscriptions. On this page, you can change the plan for Jira Software.

I worked around it by first marking everyone but myself as inactive (to not hit the user limit)
Then selectively uploaded only the media for the project we required.
