I'm pretty new here and I have a user that claims she cannot share a ticket. On the project, for the edit issue permission it has been granted to Service desk customer - portal access but I'd read that JIRA overwrite the permissions and to be able to share a ticket it has to be an agent. Is this correct? I couldn't find enough information or a similar issue.

You can share an issue as a customer, but you need permission for it.
GO to your service desk -> customer permissions -> Who can customers share requests with?

yes, I forgot that but it's "Any customer, by typing an email address".
The problem is that she cannot even see users to choose when she types it.

She can't see users unless she has an agent license, she can type a complete email address and then share it with that person.
If she would be able to see other customers (from her point of view, she's a customer) it would be a security breach.
