Ah, ok! I undestand now. For this moment how customer is good to our but it would be a good idea have a internals users too. This menú that you said, I can´t find....When I select this Icon, there´re other menú, but no Adminitration. For other side, there´re other menu for add people that I had confused with its (attached in right photo). Where is users¿

If you can’t see that option, it means that you are not a site administrator.
Only site admins can add and manage internal users. So the error you were receiving before means that you don’t have permission to invite users.

This screen is to add customers to a service desk project and not internal users.
When someone is added as a customer, they will have access to the customer portal to create tickets and not internal access to work on tickets.
If you need to add customers, that's the right place, but if you want to add internal users you must go to > Administration > Users > Invite users.

This error usually means that there are no more licenses available. By default, when adding a user, they receive a license, so if there are no seats available, they won't be added and the error will appear.
To confirm that, please open the developer tools on your browser and send us the error that appears when you try to add users.
Or also, go to > Administration > Product access and uncheck all the products, so when creating a user, they won't be added to any default group.
On this page, you can also see how many seats for each product is available.

Checking the screenshot and the information of your site, I see that you are a user and not an admin.
To confirm, I would like to know if you have access to > Administration. If you do, you can add users by clicking on Users > Invite users.
If you still see the error, please open the developer tools on your browser and send us the error that appears when you try to add users.
