I have created a custom filed User picker and added it to the every screen of a particular project.
When I click edit I can see the field and clicking on the people icon next to the field allows me to select the user.
However another user who is part of the admin group and a service desk agent of this project sees a padlock next to the field.
Is this a permission thing? I used the permission wizard and as far as I can see the user should be able to do it.

This was because in global permissions that user was part of a group that did not have browse user permissions. After adding the user group in global permissione it they are now able to browse and select.
