I think you have landed in the wrong place.

I suspect your HR team is using Jira for gathering requests, and instead of raising a request with them, you have clicked on "help with Jira service desk".  Which lands here with the Atlassian Community, not your HR team.

I'd go back to their portal and raise a request with it, rather than click help.
