I am currently creating a new workflow and have created a user-defined field for it. This is based on the user selection template (single user). If I now include it in the mask, as an administrator I have the option to search for users. As a normal user (customer), however, no suggestions are shown to me. Why is that?

as an administrator you are consuming a Jira license and most probably you own the global permission "Browse Users". Customers, that do not consume a license, can not browse licensed users.
It's a limitation by service desk. Probably JSDSERVER-4310 will help you.
