I have a user that id considered an admin of the project, but is not getting notifications when tickets are submitted in service desk. I've done a test email, and only I received it on my email. The People's page in project setting shows the user, but no email associated with it. But the System systems user management shows the user with their email. This was a user I "invited" to signup for the project.

Please, allow me to clarify some concepts and details of Jira Application so we can confirm we are on the same page and properly troubleshoot the issue:
First of all, I would like to clarify that the fact of the user e-mail is not being displayed in the Roles menu of your Jira project is not related to the notification problem.
Basically, the user e-mail is not displayed on your site because the default profile configuration of new users is configured to hide the e-mail from the public view, so the e-mail will just be displayed to himself in the Jira UI.
