Moving issues

I can't move an issue from one project to another. I am an admin and when click on ... from issue menu, I see a dropdown with many option but 'Move' is missing. Any idea where did move go?

Correct, even though I am an administrator, still had to add Move permission for an issue.

Do you have create issue project permission in the project you are moving the issue to? You also need move issue project permission in the source project.
