It is possible to do a manual sort of a queue list?
What you could do is to create a Kanban board using the same jql defining the queue and sort that which is basically using the ranking function. Might be useful solution.

I'm assuming that you mean an agent could dynamically reorder a queue for themselves without impacting the rest of the users?
If that is what you mean, than no, that is not possible.
