I have Deployed on-premises Jira Service Desk. I am not able to assign Project Roles to users and when a user/customer login to service desk to raise a request, there is no permission to attach a attachment.

By default your new customers should be in the role of Jira Service Desk Customers, therefore you can try to give this role the necessary permissions.
