We currently have SLA's of less than 30 minutes, and we aren't able to send an alert with the current config until a breach has occurred.
The field for the time frame does not seem to be configurable.

you are right. I had a look in both Cloud and Server version. 60 min, 30 min and breach are the defaults.
One solution would lead to a tool - breach. Trigger notifications less than 30 minutes by an external script that uses the REST API.
Another way would be to raise a suggestion at jira.atlassian.com.
