Is it possible to add Service desk users as watchers to particular issues?

Hi 

I hope you can help. I've just started using Jira. For a few issues it's important for us to be able to add Jira Core users from within the organisation as watchers (without them being reporters and without them being Service desk). Is this possible?

You can make them customers and add them as participants.

Thank you. That's really helpful, 

 

I've had a look around and I'm unable to find 'partcipants' as a role. Is it something I need to set up elsewhere?

 

I imagine this is all obvious but I can't seem to find it,
