My JIRA site had two admins - Neither of whom are still with my team. I need help with assigning a new admin given my limited permissions as a standard user. Any advice?

Welcome to the community. If your JSM environment is on-prems (Not hosted by Atlassian's CLOUD envs), then you will need to contact your original admins to set your account up as Jira admin. Then you will have the ability to grant this right to your new users by yourself. Otherwise you will need to contact your original admins for their support.
On the other hands, if your JSM environment is hosted by Atlassian's CLOUD, then you should still be able to contact your original admins to do the same as mentioned above. Or, you can contact Atlassian support formally for assistance.
If your original admins are no longer with your company (regardless which envs - CLOUD or On-prem), then you need to contact Atlassian support directly for further assistance because I am assuming that you don't have the site admin right currently.
