How to add a person to Jira?

I'd like to add a new user to a project, but they first need Jira access.  How do you go about this??

If you are on Jira Cloud, go to   > Site administration. From here you can add new users. If you are on Jira Server, go to   > User management and from here you can invite or add new users. This assume that you have Jira site permissions (Jira Cloud) or Jira admin permissions (Jira Server).
