I need to add a non-editable disclaimer field (which is a long paragraph) in my JIRA form. I have tried adding a checkbox field, but looks like that has some character length restrictions so the long description I enter keeps reverting back to the old text.
Looking for a solution to this. Thanks.
There is a Forms feature you can use to add text on a form that isn't tied to a field.
On Cloud? If you're on Jira Service Management (JSM) Cloud, edit your request form and try the Forms feature. You'll find this at the bottom while editing a request form.

On JSM Data Center, and using version 10.3 or up? Install (or confirm that you have) ProForma Forms for Jira installed. Then, use its Forms functionality to create a dynamic form with text in-between fields.
