We are no longer using Service Desk and Customer Portal to support our clients - and we want to ....
shutdown the Customer Portal URL - so that no further cases can be opened by Customers
Make a copy all the Support cases (closed and not closed) into a JIRA sw project as a given issue type.
Cancel our Service Desk subscription: do we need to deactivate all users? or delete project? or go to Billing tab and Cancel? unsure....
Any hints or guidance would be appreciated

Basically, Jira Service Desk and Jira Software are just apps that run over the same basic application: Jira Core. Jira Service desk only adds extra functionality to the "Jira Core" application (SLAs, Customer portal, etc.).
That being said, when you unsubscribe for Jira Service Desk, those extra functionalities of Jira Service desk will be turned off, however, the project itself and all the issue data will be kept (Except for SLAs and reports from Service desk) so you can delete them posteriorly if you want.
