How do I restrict a developer from moving issues to QA and Production?

For example:

In an ideal scenario,

>a developer should be able to move issues from To-Do<>In-Progress>Resolved.

>a developer should not be able to move issues from Resolved>QA>Production.

How can I restrict this access for developers?

This is done via conditions on a workflow:
