We are trying to reduce the number of emails to people with Admin permission. The systme is automatically making the system admin a watcher when a ticket goes beyond the SLA. This is not a feature we need. How do we turn it off.

Are you using automation?
If yes, I think you should take a look at the Automation rules under project settings, and see who exactly is being notified; I bet that you've got the site-admin group in there! Normal use case would be to notify *project lead* and maybe *manager* if they're two different people. More information on JSD automation
However, if this is with a filter and subscription model, you'd need to look at the filter subscriptions: documentation for breached SLA's
It sounds like there may be an automation rule that is setup to add the admin. Have a look at your rules (something to do with breach) and see if that is the case and remove.

I'm not sure if it's possible in cloud but in server you can disable watch issue in Administration>system>general configuration and switch off Allow users to watch issues
