In my project, customers will be raising several issues daily. Due to confidentiality reasons, I only want certain groups/ assignees to be able view the issues assigned to them. They should not be able to see any other issues assigned to someone else or is open.
For example, Service Desk team can see tickets which are open or assigned to colleagues in the Service Desk. The Application Support team should only be able to see tickets which have been assigned to their queue and not any other tickets. The Desktop Support team should only be able to view and work on the tickets which have been allocated to them in their queue and will not be able to see the tickets which are currently assigned to the Service Desk or Application support
How would I do this?

Could you tell us how you have configured it? "has not worked" only tells us that you've missed or misunderstood something.

Other than issue security consider separate projects altogether. The right solution depends on your detailed requirements.
