Historical queue levels

Is there a way to report on historical open tickets?

Eg 1st Jan i had 200 active calls open, then continue a weekly tally of how many active calls there were on-going?

Out of the box - You can create via "Reports" found under the Knowledge section associated with your project -

In the Reports UI - You can try something like creating a report with the following setup (adding a serie using Created and add in the appropriate JQL) -

Once the report is created - You can change the options provided in the Show function.  In this example, I selected "Past year by month" where it gives a graph of number of issues created by months

However, if you wanted something fancier, then you can just use Advance issue search option on the Filters menu on the top navigation bar of your project, then construct the proper JQL, and final just export the results as CSV file.  Afterward, you can use the file in Excel to generate the needed report.

Another option will be creating a dashboard and use "Created vs Resolved" gadget.  Although it is not a gadget that only display the stats for Created where Resolved element is hidden.  But it is a possible workaround.

Otherwise, you will need to use paid third party add-on to create the custom report that you needed - Example:
