I've created a series of filters, but when I share a saved filter with another user, it isn't visible to them. From what I can see, it's the project itself that isn't visible to them
Correct. If any project that might be referenced in a filter is not accessible to the individuals then they will not be able to see the filter. You need to add the individuals to the projects being referenced or remove those projects from the filter.
