On the User Portal, I need to be able to export the tickets that the user sees to xls, csv, or txt.
Is this possible? Is there any Add-On?

There is an open feature request: As a Service Desk Customer, I want to export the Service Desk Requests fields (csv, excel), you can watch it to be updated and vote for it.
If you're on Server, there is a free add-on: Customer Requests Workload Report, but note it's not Atlassian verified.

I don't believe that this is possible out of the portal OOB or with any additional add-ons. But you can create a JQL search in the Search for Issues area to find the specific user/customer tickets and export those ticket from there. See image below. If you're in Atlassian Cloud or using the new UI this will look different. But should be in the same area.
