Emergency change notifications to Organisations

Hi 

I have a question regarding Emergency Change

What I would like to achieve is that our Service Desk can create one Emergency Change  that reach/notify out information to all members in different Organisations. 

How can we Create one ticket for Emergency Change where we can post information of what's going to happend and affected areas to all in my organisation. 

  1. I would like that a notification goes out by mail to each customer that is added under each organisation. When ticket is created 
  2. Organisations doesn't have access to comment this ticket this is only for information. (read only)
  3. Organisations can only see their own members in their own organisation
