Data Import - user data not matched

I've just exported and imported data between Jira Server and Jira Cloud for use with Jira Service Desk. I've changed a load of permissions and finally got access to the projects. I can see all of the data is there, keys, descriptions, dates etc but all of my user data doesn't seem to have matched leaving me with the assignee as User and the reporter as User (inactive). I'm using Atlassian Access to license this, along with setting up sync from Azure AD to Atlassian which works well, we are also using SAML SSO which is working - both of these are in production use for Confluence which works perfectly. When I view the list of Customers for the project I can see all of the directory data which has been synced. I just need to know what to do to make the Imported data's users match my cloud directory users so they become linked? I have checked our legacy Jira Server instance and the username's match (both Server and Cloud usernames are their email addresses) only difference is some have uppercase characters in which appear to have been stripped in the Cloud, would that impact this?
