I received a report today that a user cannot see their own requests they created in the Customer Portal. I tested this myself and also experience the same behavior. We don't use Issue Security scheme and there is a relevant Customer Request Type on the ticket. Anyone have ideas on why this is happening?

Check the browse project permission in the permission scheme.
Check whether the customers are added to your project.
Is the issue being raised from email or portal?
Check the configuration related to customer permissions

I tested in a different test project that shares the same project permission scheme and was able to see my own request in the customer portal
