In my form, I have created the custom field, so that from the Portal you can select the approving user, or verifying user of the ticket.
In the portal, I would like that in this personalized field you can choose the email address of the portal contributors.
But they only show me if they are customers, that is, they force me to have a license (if I want to show it in that custom field)
How can I do that?

I'm not sure if I understand your question correctly. Customers and Approvers in Service Desk do not use licenses.
