Custom actions for Jira Service Desk automation

Is there a way I can custom an action in Jira Service Desk Automation? 

For example: 

When issue create

If issue_type is permanent

Then send an email, create subtasks and assign it to groups

Last time we about to use Automation add-on for Jira, but the client don't want to add any add-on unless it's by Atlassian. The client's concern is the support if they want to upgrade to the latest version of Jira, does the Automation can still support and runs properly? I know that Automation is an Atlassian Verified add-on.

You as you have described your needs you would indeed need an addon. Addons are a fundamental part of a well performing Jira solution IMO and In all my years I have not hit any major upgrade issues especially for verified Solutiins.

Thanks @Jack Brickey I think I need to convince more the client for the add-on.
