I have a couple of clients that cannot view all their company tickets, i even have him as a participant on all tickets, but he can only view his tickets. This is in the client portal. Any suggestions?

Could you make sure your clients have the filtering config below?
Outside of that is your service desk configuration? ( Is it private)
