Changing a Customer's email in Jira Service Desk

I am finding conflicting information on this so I wanted to ask what is the latest status.

Currently in a JSD Portal, Customer that registered using their own email address, can not change it. What options do we have?

If the Customer does create a new account, is there a way he can still see the incidents created with the old one (besides sharing them one by one) ?
