Our organization is interested in creating a knowledge base in Confluence and we already have many articles in Simpplr but we need to know if Jira will be able to identify and provide KBs from both of these platforms.

Hi @Maria Cuebas welcome to the community.  I'm certainly not an expert in Simpplr, I've never used the application before.  But I did a quick google search and I found this article which would make it seem that it's possible.  You don't state whether or not you are using the Cloud or Data Center version of Confluence, and I don't know if that integration supports either version, but it sounds like this is coming from Simpplr.

I know the Confluence Knowledge Base works great, I use it with our JSM instance.  There might be a way to export everything from Simpplr into Confluence.  That might be another option.

Hope this helps!
