Can I add a notification and/or approval when a emergency change request has been raised?

I'd like to be able to configure a notification to required approvers when a new emergency change has been submitted via the Service Desk. I've had a look around at workflows etc but unable to see this specifically for an emergency change.

Due to the severity of an emergency change I'd like to update key members as soon as these have been raised.

Any help would be greatly appreciated.
