The mentioned tickets are closed, but the problem still occurs on our instance:
The attachments are available and shown in the attachments section, but not in the description section of a ticket.
Settings in "System -> Attachments Settings" are fine:

I was able to resolve/workaround this by
switching to "old view".
I was able to upload the screenshot, then when I switch back the the "new" view
I am now able to upload images/attachments.
