Apps "Free for less than 10 users"?

When an app is listed as "Free for less than 10 users", does it mean 10 users within the app, or 10 users within our company's entire Jira network?

@John Sampson Majority of apps are associated with the user count of the instance.  For example if you have a Jira instance with 30 users the app installed on the issue would be billed at the 30 users.  If you have another instance like Jira service management that has 5 users then it would be free.  https://support.atlassian.com/subscriptions-and-billing/docs/how-pricing-works-for-multi-instance-marketplace-apps/ 

There are some caveats to the pricing that you need to be aware of if you are using collections https://support.atlassian.com/subscriptions-and-billing/docs/understand-billing-for-cloud-apps/

It means the total number of Jira users in your site.
