As a Jira administrator, I can give an agent permission to some user.
According this FAQ https://support.atlassian.com/jira-service-desk-cloud/docs/what-service-desk-users-are-there-in-jira-service-desk/, an Agent can manage customers and organizations.
I have to give a lower permission to user that will be Agents, but I can't allow that they manage customers and organizations.
What can I do?

When we add agents to a project, as they are licensed Jira users, they will have permission to add customers.
Currently, we can only remove their ability to manage organizations, but we can't prevent them to add customers.
To remove the "Manage organization" permission, please go to Jira settings > Products > Configuration and change the option "Can agents manage organizations?" to "No".

Today, JIRA Service Desk doesn't have another way to keep the customers management just for administradors. I have to wait and vote this feature do improvement the permission.
But if I try through an API to restrict this permisson, can I do it?

I'm afraid it's not possible. You can manage some permissions using API, but it's basically the same permissions you can manage using the UI.
