If you want to add the user as a customer that will not have any impact. Customers are unlimited and have no extra cost.
You will need to share the issue with that person (and add a request type) for it to become visible on the portal for them.

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
