Adding portal only customers (not users)

Hi, I need help adding customers to my Jira service desk. I noticed that when a user goes to the application on their own and registers an account, their account only appears under the 'Portal Only Customers', and from there I can assign them to projects. However if I add them manually to a project, it creates a user for them.

How can I add them as portal only customers from my side?

Okay I found where I went wrong.

If you open your project and click on the customers tab, you can add portal only customers there. However if you go into the project settings -> people, anyone you add will be an Atlassian user (even if you select their role to be service-desk-customer).
