why can't I create a product discovery space

I tried to add a product discovery space, but don't see the app in the "add app" area. Is this only available with certain plans?

No, Jira Product Discovery should be available on any plans, I just checked and can see it on my free instance. If you look under Atlassian Apps, do you see it there?

I see an advertisement for product discovery in the sidebar, but when I add it I see this however I am fine with my billing. Just received the last payment confirmation. So I wondered what else might trigger this. Guess I have to open a ticket

Yes, go ahead and open a ticket with support and they should be able to resolve this.
