What tooling does Atlassian use for its developer community?

I'm looking for a tool within the Atlassian suite where anyone can submit new ideas, uplike, and we can post RFCs. Atlassian does it pretty well, what tooling does it use?

If you mean the JAC instance they have:

They use Jira DC, heavily modified.

And public.
