What determines the value / format of Delivery Status field?

I've seen the value of Delivery Status be:

  1. A State (To Do, In Progress, Backlog..)
  2. Three numbers (#ToDo, #InProgress, #Done)

 

What determines if the field should display the name of the state versus the three numbers?

What I have observed is...

  1. If you have one item in the delivery tab of the idea, then delivery status shows the state of that item.
  2. If you have two or more items in the delivery tab of the idea, then you see the numbers.
