We just upgraded to premium JPD and wanting use view/edit restrictions on views, and they simply dont work. I have a project that is private, and still anyone in my org can get to the project. I have views that are 'locked' down for only specific users to be able to edit, and anyone can edit the view.....curious is anyone else seeing this behavior?

This may not be the exact behaviour you were referring to, but there’s an upcoming change that I think will be particularly relevant to your case:
📣 Coming Soon: Enhanced view restrictions with Locked Filters for Contributors
With this update, base filters on views will be locked for contributors, which means:
Contributors will clearly see which filters are locked and won’t be able to change or remove them.
They’ll still be able to add extra filters for their own temporary use, but those will reset when the view is refreshed.
